答案为C 但是B为什么是错的？
1. 英语语法规定：如果先行词被形容词最高级修饰时，则关系代词不能用which，只能用that.
2. 此题恰恰是如此，the film被最高级best所修饰，指物，所以不能用which，可以用that.
3. 而且，因为此关系代词that代替the film，在定语从句中充当动词seen的宾语，所以这个that可以省略。
即定语从句可以写为：（that）I have seen this year
= the film I have seen this year
= I have seen the film this year.
