Concern about the effect of crop insurance on grasslands in the Prairie Pothole Region (PPR)—an area of the Northern Plains that encompasses parts of five states—prompted Congress to legislate an additional limitation on the availability of crop insurance on new land. Enacted as part of the 2008 farm act, the “Sodsaver” provision could deny crop insurance on new land for a period of five years.
