管理大师彼得德鲁克曾说过“无法度量就无法管理”。越来越多的企业投资IT，期望通过IT投资获得持续的竞争优势。然而现实情况是，大多数企业从IT投资中收效甚微。出现这种现象的原因在于，企业界欠缺恰当的IT管理技能，对IT改善企业绩效的过程缺乏清楚认识，IT投资决策存在盲目性，没有充分考虑到IT投资风险。
本文选择企业级IT投资项目作为研究主题，在了解企业信息理论的基础上，通过研究IT投资项目的特点和绩效影响的因素，利用平衡记分卡的理论，提出了企业级IT投资项目绩效评价指标体系，运用专家评价法确定了各项指标。然后以江苏省通信设备厂为例，运用设计的打分表进行调查，进行了案例研究。
在调研的基础上，在此基础上为IT投资项目决策提供依据,为设备厂提高ERP系统绩效提供了改进建议。最后为企业进行IT投资、提高系统效率，提供了参考。
