Abstract: The export of labor services, both the theory of economic development a central theme, but also greatly push forward China's current need of a major issue. Theory and Practice shows that the export of labor services is a coordinated development between urban and rural areas to co-ordinate effectively solve the "three rural issues", to eliminate differences in the effectiveness of building a socialist harmonious society and realize the goal of building a moderately prosperous society on major issues, but also improve the productivity of the whole society to achieve industrialization, urbanization and an important prerequisite for agricultural modernization. This paper describes the border in ethnic minority areas in underdeveloped rural fields of economic development, industrial restructuring and labor exports, the actual status quo, explore the export of labor services and policy support the development path.
