总体感觉单子不实，吊人胃口的地方太多，比如什么和政府挂钩之类的，而且付款条件是90天信用证，一定要特别小心，因为土耳其是一个完全没有任何信誉的国家，国际业务中充满了诈骗，而且他们的政府对此完全默许。
给你一个我亲身经历过的案例：
客人开信用证，交货后到银行交单，对方吹毛求疵找不符点，然后货到港后不提货，1个月后案遭当地的法律货物充公拍卖，买家打通海关，以很低的价格拍得，出口公司货款两空。
但是是国企，通过一次手续也就解决了，国企也不差那几万美金，但是我想你们公司肯定不会这么大方的。
最好的办法就是TT预付，不能全额也要一半，余款见单据副本付款，如果不付就把货拉回来。
当然如果是给客人定做的或者有保质期的，就一定要全额预付，否则就放弃。
