至于[reached to]语法上来说没的问题。你这个句子简化下的话，就是
The accidents reached to 608，就是这个搭配啊，应该是the number of the accidents reached to 608 才对。

第二句嘛，So the more cars on the road the more accidents may happen其实也说的过去，中间加个逗号。So the more cars on the road，the more accidents may happen

3)they usually[ driving] after drinking

这句还是那个问题，不应该用ing形式，应该是they usually drive afer drinking.

4)they are [too confident to ]believe that they will not meet accidents.
这句话，too 。。to是太，，，而不能。用错了。改为
they are so confident that they don't believe they will meet accidents.

punish缺少宾语，定语从句前也没有先行词，要加those people
government should punish those people who fail to obey the laws

改成drive ，句子里谓语是原形，第三人称或过去式，
要用driving 要改成they are always driving，因为用doing形式不能直接放到主语后面，要加is，are等be 动词
4）they are [too confident to ]believe that they will not meet accidents.

too to 句型，太而不能，用这个短语就是他们太自信了以至于不相信他们不会出车祸
这样意思就变了 改成
they are [too confident to ]consider that they will meet accidents.

或是they are very confident and believe that they will not meet accidents.

5)[government should punish who fail to obey the laws

缺宾语 punish who 中间加those
who fail to obey the laws是个定语从句，修饰宾语，把它去掉，就没有宾语了
