我国突发性公共事件主要以自然、科技和人类等为主导原因频发，给社会、经济、政治带来严重性的影响。加强突发性公共事件应急机制和应急法制建设，最大程度地预防和减少突发性公共事件及其造成的损害，保障人民生命财产安全，是政府的责任，同时也是构建和谐社会的重要组成部分。作为应对突发性公共事件的管理方法，虽然我国也取得了一定的成绩，但从现阶段的发展情况来看，还无法满足于现实的需要，所以我们十分有必要结合我国自身实际，客观、有效地借鉴国外先进的管理经验，并改进创新，这样才能够更好地应对突发性公共事件。 本文拟在明晰突发公共事件观念的前提下，对我国政府在应对突发性公共事件中存在的问题进行了其必要职能的探讨，在此基础上对我国政府在处理突发性公共事件中应采取的应急机制提出了个人拙见。

This paper intends to public emergencies in clear ideas on the premise of that our government to deal with emergency in public events of the problems that exist in the necessary function, this paper on the basis of our government in handle sudden public events that should be adopted in the emergency mechanism puts forward personal humble opinion.
