摘 要

随着高等教育规模的扩大，我国高等教育已经由过去的精英型教育进入到大众化教育阶段，学生数量的增长使得贫困生的数量也在逐年增加，贫困生问题不仅是关系学生个人的问题，更是牵动千家万户、影响高校和社会稳定的社会问题，是一个事关教育公平与和谐社会构建的问题。我国已经在全国各高校建立了“奖、贷、勤、补、减”为一体的贫困生资助体系，国家、go-vern-ment、高校都采取了相应的资助措施，帮助贫困生解决困难，取得了一定的成效。然而由于贫困生中大部分来自农村，农村贫困大学生占有相当大的比例，因此如何更有效的解决农村贫困大学生的就学和就业问题，如何依靠金融支持和社会保障来实现农村贫困大学生的就学和就业，如何完善现有的就学和就业的制度安排将是新时期下面临的新课题。
本文对农村贫困大学生的就学及就业的现状进行了调查，通过调查找到农村贫困大学生就学和就业当中存在的问题，并对现有的就学和就业的制度安排进行分析，研究现行的制度安排在实际运行中的效果和问题，对我国现行的金融支持和社会保障制度提出建议，通过借鉴国外贫困生就学和就业金融支持的经验，对建立我国新型的农村贫困大学生资助体系提出独到见解。

However, as the majority of poor students from rural areas, the rural poor college students hold a considerable proportion, how to more effectively solve the rural poor college students studies and employment issues, how to rely on financial support and social security to the rural poor college students and school employment, how to improve the existing system of education and employment arrangements will be facing in the new era under a new topic.
In this paper, for the rural poor students of the school and employment status of the investigation, the survey found rural poverty through education and employment among college students the problems, and the existing system of education and employment arrangements for research, analyze, and the existing system in the actual Operation of the results and problems of China's existing financial support and the social security system proposed by the poor shape of foreign financial support and employment experience, the establishment of China's new system of financing rural poverty by college students insights.
